The Govts both Central as well as State are equally responsible for this messy situation. But when we talk of govts it does not necessarily mean only the Political Party that is managing the Govt - both Central and at the State level has failed but it is the whole admnistrative set up right from  Top to bottom i.e from Chief Secy to the various departmental Heads, Commissioners, District Collectors, Health Commissioners, Tehsildars, Medical Suprindents, CMOs, lowest serving babu and the store incharge in the hospital have failed.
         All these shortages that the citizens are facing now are an outcome of admnistrative failure . By now the pictures of Indians dying without oxygen, lying in the corriodrs of hospitals, people being cremated in hundreds are all over the world and we have a made a mockery of ourselves. From suppliers of vaccines we have over night become a country needing Oxygen from all over to save the countrymen. 
     Numerous PILs have been filed with the HCs regarding mismangement at State levels.
    The Supreme Court, therefore,  on Tuesday started fresh proceedings in the suo moto case registered to examine the issues faced by the country due to the Covid-19 pandemic.  During the hearing, the SC bench said that while high courts were in a better position to monitor situations in individual states, the SC cannot sit quietly during the crisis.  " At the time of a national crisis, the SC cannot be a mute spectator," the bench said.   The SC bench further asked the Centre to clarify its plan for two things - the use of central resources like the army to expand medical facilities and the pricing of vaccines.
Now, If the HCs and SC have to intervene and take up the cause of Indian citizens suo moto, and state categorically that they cannot be a mute spectator, it clealry indicates that the EXECUTIVE has failed in performing its duties.  
This is the easiest thing that any Govt could do in such situations- utilise Indian armed forces resources to mitigate the crisis. It has often done so in past - used armed forces' aircrafts, its manpower, hospitals and doctors etc during the crisis.
But the point is - Why is it that those who are involved in running the Govt's administrative machinery do not TRY TO LEARN THE SYSTEMS AND PROCEDURES that have made  the Armed forces the finest organisation in the country ?.

 
What we are witnessing today in our hospitals , in our society is the result of One very important aspect ; LACK OF DISCIPLINE.
People in civvy streets laughed and ridiculed Faujis for being DISCIPLINED. They called them rigid ; LAKEER KEY FAKEER. They think that Discipline only means ; Yes Sir.
But the fact is DISCIPLINE does not stop you from arguing, from discussing the matter...All it wants is ONCE AFTER THE DISCUSSIONS AND ARGUMENTS ARE OVER AND DECISION IS TAKEN ...THEN IT IS FOLLOWED BY ALL WITHOUT BEING QUESTIONED in letter and spirit.
Swapan Das Gupta in his very forthright article in 1998 in an English Journal - India Today had categorically written ; INDIANS LACK DISCIPLINE.
Discipline is not something that can be inherited, it is INCULCATED.
Behaviour is an outcome of the Rules and Procedures and Systems.
Unfortunately, in our country, we never paid any heed to the execution of laid down Rules and Procedures but rather took Pride in BREAKING THOSE.
The Administrative machinery also never bothered to inculcate this aspect amongst the citizens because they themselves were indisciplined and were enjoying in the deliberately created mess.
The net result is right in front of us.
No amount of Economic reforms, Industrial Reforms can make the Nation stronger UNLESS its people and its administration is DISCIPLINED.
This, i think will be the first Social ramification of the pandemic.

 
 
Many of us by now have several stories of misery, disappointment, struggle of this pandemic to share. The situation suddenly turned so grim and the       administration was so ill prepared that a common man was just left awestruck, helpless and dazed to witness all kinds of shortages.
 Many are trying whatever possible, within their capabilities to help others out - some managed medicines, some managed oxygen and some used their connections to manage beds for their near and dear ones. Some come back relieved and delighted, thanking God, but some are not so lucky and lose their dear ones.       
      Its high time now we as a society , realise that, all these years we were living in a room full of dust which was settled on floor, on doors and walls and we had got used to living like that ... and suddenly some one has switched on the Fan at Full speed and this dust which was settled is now flying all over the room and has made our lives miserable.
  
           Many who have worked sincerely in the Govt departments have been stating for many many years, that entire system has got rotten and has become ineffective and the more one probes the system deeper and tries to remove the dust one only finds, inefficiency, indifference, callousness, corruption, indiscipline and sab chalta hai attitude. Many sincere and honest employees with the Central and State Govts in private have said ; They have almost given up.
        Some eminent scholars like Mr Nanipalkhiwala, Mr Jagmohan and even Mr Arun shourie in their Books have brought to the fore the rotten nature of our system of governance. Mr Jagmohan in his book My Frozen Turbulence wrote ;

Its been a year now that we as a society are passing through trying times...

Be it Gujarat, Maharashtra , UP, MP every state is facing shortages ; of ambulances, of medicines, of oxygen, of beds, of health care staff and finally even there is a long queue outside the funeral grounds. I have personally been involved in managing Remsdvir for a friend who is still in hospital and it costed Rs 5500/ per dose. So if someone claims everything is hunky dory then I am not going to bloody accept this non sense.

Many of my friends are now recommending that we should arrange for our own personal Oxygen cylinder or a convertor.

Its time to ponder - Why have we reached this stage, particularly when things had started looking comfortable?

Why did the Govts not plan properly when already in Europe , in Japan etc there was a sudden surge in corona cases particularly when we ourselves were having a festival ; Holi.

In a democratic federal structure one can argue endlessly as to who is to be blamed for this messy situation and still not arrive at an appropriate answer. However, We may have come to this situation because ;

People roamed around carelessly despite all warnings.

May be the State Govts did not plan properly.

May be the Central Govt failed in ensuring a proper supply chain management of essential medicines, oxygen etc.

It appears that it is a collective failure of all ; People, State as well as Central Govt.

So, there is a larger question ; How China, much bigger and more populous than us, could manage this better when it had no knowledge of dealing with this virus in 2020 and we failed despite an year’s experience behind us.
